Ruqaia Al-Lulu was born in Gaza, where she currently lives and works. Al-Lulu graduated with a Bachelors degree in Painting from Al Najah University, Nablus, in 1998, and in 2006 she received a Masters degree in Painting from Helwan University in Cairo, Egypt. Since 1999 she has been working as a teacher in a public school, and has worked in the Fine Arts department at Al Aqsa University and Al Quds Open University in Gaza.

Al-Lulu was a participant in a workshop for the establishment of the Arts and Crafts department at the Engineering faculty of the Applied Sciences College, Gaza. She has shown her works in a number of group exhibitions, such as ‘‘Palestine, a Dream Come True’’ in 2002 in Gaza, ‘‘A Man and A Chair’’ with the ‘’Laqta Wahedah Group’’ at the Cairo Opera House in 2006, and ‘’Sketches’’ at the Fine Arts College in Cairo in 2006. She was one of the contributing artists in the inaugural exhibition for the Eltiqa Artists House in Gaza in 2009. In 2010, Al-Lulu participated in the touring exhibition ‘‘Palestine through the Eyes of Young Artists’’ that travelled to various Palestinian cities, as well as in ‘Something Has to Happen’’ at the Etihad Gallery in Gaza, and ‘’Gaza Art’’ at Eltiqa Artists House.
